William Fyler Dibblee was born in Northampton, New Brunswick, in 1810, the son of Ebenezer Dibblee and Elizabeth Secord. William Dibblee was the descendant of Fyler Dibblee, a Loyalist, who arrived in New Brunswick from Stamford, Connecticut, in 1783. William received an education on the home farm and, in his early twenties, moved to Woodstock where he was employed as a woods worker and later as a clerk for John Walter Bedell . Dibblee was then employed by Robert Rankin & Co. as a travelling agent and collector before he became involved in the business of manufacturing lumber where he would be employed until 1870. In 1877, Dibblee formed a partnership with his son, J.T. Allan Dibblee, in a hardware business which sold items including carriage stock, bricks, lime, and agricultural tools. By the latter part of the 1870s and early 1880s, William Dibblee was a police magistrate for the town of Woodstock.
William F. Dibblee was married to Anna Barker, with whom he had five children: J.T., George, William F., Anthony, and Alice. Anna died in 1866, and William then married Margaret Jane Clements. William Dibblee died in 1903.

There are signed statements from witnesses of illegal activities committed in Carleton County, including names, dates, and descriptions of the criminal activity. Also included in the fonds are purchase invoices, made by Dibblee, from Carleton County businesses.
