Robert Pichette, the son of Mary Ann Duncan and J. Pichette, was born in Edmundston, New Brunswick on 7 August 1936. He received his early education at Conway Academy, Edmundston, later enrolling in College de Saint-Laurent and College Saint-Denis in Montréal. He also studied at L'Université de Saint-Louis, Edmundston. In 1955 Robert Pichette enlisted in the Royal Canadian Air Force (RCAF) and served in St.-Jean, Quebec, Aylmer, Ontario, and at RCAF headquarters in Ottawa. Pichette was honorably discharged in 1957, the same year he received a Canada Council research grant to study Canadian heraldry at the National Archives. By 1959 Pichette was working at Société de Radio Canada in Moncton, N.B. He was also a contributor to the newspaper, L'Evangeline. Later he took a position with CKCH in the Ottawa-Hull area.
Beginning about September 1963, Pichette moved into the political arena, when he became New Brunswick Premier Louis J. Robichaud's administrative assistant. He later accepted the post of deputy commissioner of the Atlantic Canada pavilion at Expo '67. In November 1967, he left the Premier's Office to become special assistant and private secretary to the federal minister of Forestry and Rural Development. In 1968 he was appointed director of cultural development in the Department of Youth, and he also served for a time as director of the National Folk Arts Council. He was elected a fellow of the Royal Commonwealth Society.
